Earth is about to become Terra. Terra will be an intercultural center and a living showcase of all of the cultures and lifeforms found in all of the fourth-density positive polarity civilizations throughout the entire galaxy. Every one of those civilizations will have a colony on Terra, in addtion to a colony that is settled by people migrating from the present planet of Earth.

Earth's planetary theme is "beauty"; its principal activity is "seeking harmony in diversity." Terra will raise the present beauty of Earth to an exalted level. Terra will transform the "seeking of harmony in diversity" into the full realization or manifestation of that seeking. The diversity reflected on Terra will be representative of the diversity of all of the cultures and lifeforms that exist throughout our galaxy, This is all going to be totally new, birthed in a new Creation -- something that has never existed before. Since there will be colonies from so many civilizations, they are all supporting the process through which this new world will come into being and provide the base for their own colonies.

Up until now, this level of cooperation and harmony across so many civilizations and cultures has only existed in various forms of galactic governance. It has never been housed in a single location. Just as we have capital cities for states and nations, Terra will be the "capital" planet for the entire galaxy. Assisting Earth to become Terra is the equivalent of sharing in the creation of a capital city, but on a much larger scale. In a certain way, the manifestation of Terra is also an opportunity for a new level of cooperation and interaction between the various cultures of the galaxy as a whole.

The "horizontal view" includes the enormous variety of physical lifeforms and cultural expressions that are possible within fourth-density positive polarity planets. (No fourth-density negative lifeforms or cultures will exist on Terra, so there will not be viruses, bacteria, fungi, or any of the organisms that participate in death, disease and decay. There will also be no predation, theft or war.)

The "vertical view" is a spiritual one, and includes the various beings who occupy the particular spiritual hierarchy that oversees Terra. Since there is only one life being lived, all governance is a means of stepping down the energy and conciousness of Source through a series of energetic lenses. The Council of 24 of the Great Central Sun of our galaxy is the spiritual body that oversees Terra. It is overlighted by the council of the central sun of Andromeda Galaxy, the "twin" to our Milky Way Galaxy, and the one nearest her in physical space.

Having taken this little tour of our place in the known physical universe makes it easier to grasp the enormous number of individuals who are assisting Operation Terra and why.

The "ground troops" are principally made up of individuals who came down from the higher densities to be part of this undertaking. There are 54 in the first wave and 4,090 in the second wave — 4,144 in total — who are on the ground as of this writing. There are approximately 6 million people in the third wave and 3,000 “special forces,” all of whom will remain on the ground until the time of the evacuation.

From my personal experience with those I feel are part of the special forces, I have come to certain conclusions about their characteristics, as they are currently expressing in 3D. They are each quite different from one another, but they seem to have these qualities in common:

1. They have a strong resonance with the Operation Terra material.

2. Their lives involve highly focused, “helping” interactions with others who are not aware of the Operation Terra material. The ­special forces personnel might be teachers, healers, ministers, or involved in other forms of helping specific types of people.

3. They work in total isolation from others connected with the “op” and have a strong internal sense of mission, which they carry out without being able to derive direct support from the other “operatives” in this category.

4. Their personal lives might be as chaotic and dysfunctional as most typical 3D lives are, but their performance in connecting with and assisting those with whom they interact is usually quite effective, both in helping them and in earning their trust.

When the time comes for the evacuation, these special forces will provide an interface with the “op,” so that those whose trust they have earned will not be afraid to go onto the ships when the time comes to do that. The special forces personnel will gather their particular group and accompany them during the evacuation.

The on-ground portion of the evacuation itself will be carried out by the entire second wave, led and coordinated by the field commanders from the first wave. They will all be on the ground during the evacuation, but not before, except on an “as needed” basis during the time leading up to the actual evacuation.

Those who are presently identified as part of the first wave are part of the leadership of the “op” as a whole. They are specialists in certain functional areas, and those who go on to reside on Terra will continue to act in leadership roles. They tend to be “loners” here on Earth and will continue to be “loners” on Terra. They will tend to keep to themselves and will not live in the individual communities on Terra; the entire planetary population will be their “community” and responsibility, but they will generally socialize with others like themselves, rather than those in the communities.

Those in the second wave are more social by nature and will be working directly with the evacuees during the evacuation and also during the process that takes place on Midway Station, which will prepare the evacuees for the colonization of Terra. The second wave are the future Terran community leaders and will ­actually live in the various colonies they are assigned to. Each of them will also be specialists, although more in the areas of ­specific types of activities than in the overall leadership for the planet.

In addition to the “ground troops,” there are approximately 40 million fourth-density volunteers from all over the galaxy who are presently on the ships to assist all of us on the ground. They will be very “hands on” in processing the evacuees once they are taken on board the ships, and many of them have already been working with those of the first and second waves.

Once they have completed their task for Operation Terra, most of these galactic volunteers will leave this portion of the “op” and return to their “home” civilizations. Each of their home civilizations will have its own colony on Terra, so Terra will be like a global theme park, with each colony acting as a showcase for its particular civilization. Once Terra is completely colonized, visitors from all over the galaxy will be able to experience all of these various civilizations co-existing in harmony with one another.

A certain order and structure is necessary for the Creation to function and not simply dissolve into chaos. This structure is implicit in the nature of a particular Creation and can be described in many ways. One way is to describe how all of the parts relate to one another. Another way is to describe the energy flows between the various components that make up the particular Creation. A third way is to describe the “tasks” that need to be carried out in order to satisfy the Creator’s desire to experience Itself through Its creations.

All parts are needed for the whole or they would simply not exist. Every quark counts; every drop of water counts. Every atom is indispensable to the whole. Every organism has its part to play and planets, stars, and galaxies have their roles in the drama, also.

At the human level, the most obvious structures are hierarchical ones. By hierarchical structures, I am referring to the way energy and information flows between different levels of the hierarchy and between individuals who occupy the same level of the hierarchy. I have already mentioned the first, second and third waves and the special forces. The third wave will make up the general population in the “Earth” colonies on Terra. Even though everything on Terra will be in full consciousness and thereby self-regulating within the context of the whole, there will still be a communal structure that reflects and supports the personal expression of every individual. People will interact and gather together according to their own personal preferences for individual activities, family groupings, community-level activities, and interactions between one community or group and others. There will be many ways of interacting with others at all levels of Terran society.

Each individual is naturally inclined toward certain tasks, activities or relationships than toward others. Each person will be living their life in ways that fulfill their essence and their unique contribution to the whole. To this end, there will be “members” of and “leaders” of different sorts of groupings. Leaders will interface with other leaders in councils of different types, and the councils will each have their own leaders that will interface with other leaders, on other councils. These councils culminate in the governing Tribunal.

Many of the first wave from Earth will serve on the higher councils; some of them will also serve on the governing Tribunal. Sananda oversees all of us and will be with us through the entire transition phase. I do not know what happens after the transition team completes its work and departs. I have been told that a new group of leaders will arrive by being among the first generation born onto Terra and that they will take over when they have reached adulthood and we subsequently leave.

Animal and plant lifeforms from the present planet will also be evacuated, transformed, and transplanted onto the new planet, Terra. Animal and plant forms from other fourth-density planets throughout the galaxy will be imported and brought to Terra as part of the colonization by the civilizations of these other planets. The level of diversity on Terra will be greater than in any other location in the galaxy, and provide for learning experiences of many kinds, serving to raise the knowledge level of the galaxy as a whole.
